2022<\/h3>\n<ul>\n<li><strong>Drought in the Horn of Africa leads to increased displacement.<\/strong> As of September, 1.1 million people have been forced to flee their homes in search of food and water with further displacement anticipated.<\/li>\n<li><strong>The UK relocation scheme to Rwanda is being challenged by the British High Court.<\/strong> Representatives and lawyers of the UN do not consider Rwanda a safe third country and explain that the scheme would breach the 1951 Refugee Convention.<\/li>\n<li><strong>Increasing displacement in Sudan.<\/strong> The country\u2019s economic and political crisis has further deteriorated, and adverse climate events have caused 96,457 to be internally displaced as of September.<\/li>\n<li><strong>Ethiopia launched a repatriation scheme targeting approximately 12,000 of its citizens<\/strong> in 12 countries along the Eastern and Southern routes.<\/li>\n<li><strong>East Africans arrive along Mediterranean routes.<\/strong> 1,591 Eritreans, 757 Sudanese and 335 Ethiopians have arrived in Italy; 2022<\/h3>\n<ul>\n<li>According to the latest update of the Inter-Agency Coordination Platform for Refugees and Migrants from Venezuela (<a href=\"https:\/\/www.r4v.info\/\">R4V<\/a>), as of August 2022, <a href=\"https:\/\/reliefweb.int\/map\/colombia\/r4v-america-latina-y-el-caribe-refugiados-y-migrantes-venezolanos-en-la-region-agosto-2022\">6,805,209<\/a> Venezuelans have left the country. Of these, <a href=\"https:\/\/reliefweb.int\/map\/colombia\/r4v-america-latina-y-el-caribe-refugiados-y-migrantes-venezolanos-en-la-region-agosto-2022\">5,745,664<\/a> (83%) are in Latin American and Caribbean countries. <a href=\"https:\/\/www.bluradio.com\/nacion\/autoridades-indican-que-aumento-el-numero-de-venezolanos-que-estan-retornando-a-su-pais-rg10\">According to key actors at the borders<\/a>, returns intentions among Venezuelans are increasing. However, local actors in Venezuela stated that returns could be <a href=\"https:\/\/www.bloomberglinea.com\/2022\/08\/18\/los-venezolanos-que-regresan-en-cuanto-tiempo-vuelven-a-irse\/\">temporary<\/a>, as economic conditions in Venezuela are still <a href=\"https:\/\/www.bloomberglinea.com\/2022\/08\/18\/los-venezolanos-que-regresan-en-cuanto-tiempo-vuelven-a-irse\/\">unstable<\/a>.<\/li>\n<li>On July 22, 2022, the <a href=\"https:\/\/www.cancilleria.gov.co\/sites\/default\/files\/FOTOS2020\/5477%20del%2022%20de%20julio%20de%202022.pdf\">Colombian Ministry of Foreign Affairs modified the general requirements on visas<\/a> with the publication of <a href=\"https:\/\/www.cancilleria.gov.co\/sites\/default\/files\/FOTOS2020\/5477%20del%2022%20de%20julio%20de%202022.pdf\">resolution 5477<\/a>: Venezuelans with temporary documents for more than 5 years may now be eligible to apply for residence visas.<\/li>\n<li>The number of Venezuelans trying to reach Nicaragua from Colombia by sea is increasing. Between August <a href=\"https:\/\/www.infobae.com\/america\/colombia\/2022\/08\/24\/mas-de-200-migrantes-han-sido-retenidos-por-transito-ilegal-en-san-andres\/\">23rd<\/a> and <a href=\"https:\/\/twitter.com\/ArmadaColombia\/status\/1564708226490421248\">30th<\/a>, five boats with 54 people on board, mainly Venezuelans, were intercepted by the <a href=\"https:\/\/twitter.com\/ArmadaColombia\/status\/1564708226490421248\">Colombia National Navy<\/a> near the Island of San Andr\u00e9s, Colombia.<\/li>\n<li>From January to August 2022, <a href=\"https:\/\/www.cbp.gov\/newsroom\/stats\/nationwide-encounters\">1,631,699 \u201cencounters\u201d<\/a> were reported at the southern border of the United States, an increase of 23% compared to the same period in 2021 (1,324,649 \u201cencounters\u201d). As of July <a href=\"https:\/\/www.cbp.gov\/newsroom\/stats\/nationwide-encounters\">2022, 200,195 \u201cencounters\u201d<\/a> were reported at the southern border, 4% less compared to June 2022 (207,986 \u201cencounters\u201d).<\/li>\n<li>On August 8, the <a href=\"https:\/\/www.americanimmigrationcouncil.org\/research\/migrant-protection-protocols\">Migrant Protection Protocol (MPP)<\/a>, better known as the \u201cRemain in Mexico\u201d program, <a href=\"https:\/\/time.com\/6208555\/remain-in-mexico-mpp-program-unwind\/\">officially ended<\/a>. The United States Department of Homeland Security (DHS) <a href=\"https:\/\/www.dhs.gov\/news\/2022\/08\/09\/declaracion-del-departamento-de-seguridad-nacional-dhs-sobre-la-decision-del\">confirmed<\/a> that individuals are no longer being newly enrolled in the MPP.<\/li>\n<li>Maritime migration, accompanied by <a href=\"https:\/\/www.islandernews.com\/news\/tragic-shipwreck-and-rescue-of-immigrants-reflects-serious-crisis-in-the-waters-off-the-florida\/article_9bd3a800-1732-11ed-bc6d-f74c8070760d.html\">shipwrecks and associated deaths by sea<\/a>, <a href=\"https:\/\/mexico.un.org\/sites\/default\/files\/2021-12\/2-MAR%20ADENTRO_301121_DIGITAL_MED-2.pdf\">continues to rise in the region<\/a>. Between October 2021 and September 2022, the United States Coast Guard (USCG) intercepted <a href=\"https:\/\/coastguardnews.com\/coast-guard-repatriates-85-people-to-cuba\/\">5,392 Cubans<\/a> (543% more than in 2021, <a href=\"https:\/\/coastguardnews.com\/coast-guard-repatriates-85-people-to-cuba\/\">838<\/a> interceptions) and <a href=\"https:\/\/coastguardnews.com\/coast-guard-repatriates-83-haitians-to-haiti\/\">7,173<\/a> Haitians (369% more than in 2021, <a href=\"https:\/\/coastguardnews.com\/coast-guard-repatriates-83-haitians-to-haiti\/\">1,527 interceptions<\/a>).<\/li>\n<\/ul>\n<h3><span style=\"color: #009999;\"><strong>Thematic Focus: <\/strong><\/span><strong>Crossing the Darien Gap or facing the open sea<\/strong><\/h3>\n<p><strong><a href=\"https:\/\/mixedmigration.org\/resource\/quarterly-mixed-migration-update-lac-q3-2022\/\">Read the full QMMU<\/a><\/strong><\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<h2 id=\"read-na\"><span style=\"color: #009999;\"><strong>North Africa<\/strong><\/span><\/h2>\n<h3>Key Updates Quarter 3 &#8211; 2022<\/h3>\n<ul>\n<li><strong>Aftermath of Melilla:<\/strong> Following the <a href=\"https:\/\/mixedmigration.org\/wp-content\/uploads\/2022\/07\/QMMU_Q2_2022_NA.pdf\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/mixedmigration.org\/wp-content\/uploads\/2022\/07\/QMMU_Q2_2022_NA.pdf\">deaths<\/a> of dozens of refugees and migrants attempting to enter the Spanish enclave of Melilla on 24 June, there have been a variety of <a href=\"https:\/\/www.lemonde.fr\/afrique\/article\/2022\/07\/21\/une-ong-pointe-la-responsabilite-du-maroc-et-de-l-espagne-dans-la-mort-de-27-migrants-a-melilla_6135613_3212.html\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.lemonde.fr\/afrique\/article\/2022\/07\/21\/une-ong-pointe-la-responsabilite-du-maroc-et-de-l-espagne-dans-la-mort-de-27-migrants-a-melilla_6135613_3212.html\">prosecutions<\/a> of migrants as well as investigations into the incident.<\/li>\n<li><strong>Increased cooperation between Morocco and the EU:<\/strong> Just days after the Melilla incident, European Commissioner for Home Affairs met with the Moroccan Minister of the Interior in Rabat. They announced a \u201c<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/IP_22_4388\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/IP_22_4388\">new operational anti-smuggling partnership.<\/a>\u201d In August, the EU finalized an <a href=\"https:\/\/elpais.com\/espana\/2022-08-15\/marruecos-recibira-500-millones-de-la-ue-para-que-controle-sus-fronteras.html#?rel=mas_sumario\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/elpais.com\/espana\/2022-08-15\/marruecos-recibira-500-millones-de-la-ue-para-que-controle-sus-fronteras.html#?rel=mas_sumario\">agreement<\/a> to support the government of Morocco with 500 million euros over 2021-2027 \u2013 an increase of nearly 50% (343 million) from the previous period \u2013 to prevent irregular migration.<\/li>\n<li><strong>Interceptions at sea and returns to Libya:<\/strong> According to <a href=\"https:\/\/data.unhcr.org\/en\/documents\/details\/95979\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/data.unhcr.org\/en\/documents\/details\/95979\">UNHCR<\/a>, as of 4 October 2022, 16,733 refugees and migrants were disembarked on Libyan soil following 160 interception and rescue operations during the year. A 30 August <a href=\"https:\/\/undocs.org\/Home\/Mobile?FinalSymbol=S%2F2022%2F655&amp;Language=E&amp;DeviceType=Desktop&amp;LangRequested=False\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/undocs.org\/Home\/Mobile?FinalSymbol=S%2F2022%2F655&amp;Language=E&amp;DeviceType=Desktop&amp;LangRequested=False\">report<\/a> of the UN Secretary-General published in August 2022 stated that \u201cReturns to Libya often violated the principle of non-refoulement,\u201d with migrants facing a variety of human rights abuses upon return to Libya. The report also underscored that \u201cThe United Nations stands ready to assist in the development of a predictable regional disembarkation and solidarity mechanism on both coasts of the Mediterranean.\u201d<\/li>\n<li><strong>Expulsions from Algeria: <\/strong>During the quarter, multiple rounds of expulsion of refugees and migrants took place from <strong>Algeria<\/strong> to <strong>Niger<\/strong>, with the NGO Alarme Phone Sahara (APS) estimating that at least <a href=\"https:\/\/alarmephonesahara.info\/en\/blog\/posts\/more-mass-deportations-from-algeria-to-niger-in-august-and-september-2022\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/alarmephonesahara.info\/en\/blog\/posts\/more-mass-deportations-from-algeria-to-niger-in-august-and-september-2022\">4,747 people<\/a> were expelled from Algeria to Niger during August and September.<\/li>\n<li><strong>Central Mediterranean Route trends:<\/strong> <a href=\"https:\/\/data2.unhcr.org\/en\/situations\/mediterranean\/location\/5205\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/data2.unhcr.org\/en\/situations\/mediterranean\/location\/5205\">UNHCR<\/a> reported 43,287 arrivals in Italy from 1 July \u2013 30 September 2022, a substantial increase compared to <a href=\"https:\/\/mixedmigration.org\/wp-content\/uploads\/2021\/10\/qmmu-q3-2021-na.pdf\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/mixedmigration.org\/wp-content\/uploads\/2021\/10\/qmmu-q3-2021-na.pdf\">22,826<\/a> arrivals in July \u2013 September 2021. Tunisians and Egyptians constituted the top <a href=\"https:\/\/data.unhcr.org\/en\/documents\/details\/95957\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/data.unhcr.org\/en\/documents\/details\/95957\">nationalities<\/a>, representing 22% and 21% of arrivals, respectively.<\/li>\n<\/ul>\n<p><strong><a href=\"https:\/\/mixedmigration.org\/resource\/quarterly-mixed-migration-update-na-q3-2022\/\">Read the full QMMU<\/a><\/strong><\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<h2 id=\"read-wa\"><span style=\"color: #009999;\"><strong>West Africa<\/strong><\/span><\/h2>\n<h3>Key Updates Quarter 3 &#8211; 2022<\/h3>\n<ul>\n<li><strong>European migration cooperation with Niger:<\/strong> Mid-July in Brussels, <strong>Niger<\/strong> and the <strong>European Union<\/strong> launched an <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/IP_22_4536\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/IP_22_4536\">operational partnership<\/a> to combat migrant smuggling. Amongst other objectives, this adaptive partnership aims to build on the model of the Joint Investigation Team and implement new sensitization campaigns on the dangers of irregular migration. On the same day, a working arrangement between Frontex and EUCAP-Sahel was <a href=\"https:\/\/frontex.europa.eu\/media-centre\/news\/news-release\/frontex-signs-working-arrangement-with-eucap-sahel-niger-R8bj2Z\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/frontex.europa.eu\/media-centre\/news\/news-release\/frontex-signs-working-arrangement-with-eucap-sahel-niger-R8bj2Z\">signed<\/a> in the presence of the Minister of Interior of Niger. Another <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/IP_22_4536\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/IP_22_4536\">working arrangement<\/a> between Frontex and Niger remains under discussion. Meanwhile, in Niamey, the <strong>International Center for Migration Policy and Development (ICMPD)<\/strong> signed a <a href=\"https:\/\/www.icmpd.org\/news\/icmpd-and-niger-sign-cooperation-agreement-and-deepen-partnership\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.icmpd.org\/news\/icmpd-and-niger-sign-cooperation-agreement-and-deepen-partnership\">Seat Agreement<\/a> with Niger, which will <a href=\"https:\/\/www.lesahel.org\/actions-sur-les-questions-migratoires-licmpd-annonce-la-signature-dun-accord-de-cooperation-avec-les-autorites-nigeriennes\/\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.lesahel.org\/actions-sur-les-questions-migratoires-licmpd-annonce-la-signature-dun-accord-de-cooperation-avec-les-autorites-nigeriennes\/\">help<\/a> to &#8220;define and strengthen the relationship between ICMPD and the government of Niger&#8221; and will assist in the development of ICMPD&#8217;s interventions in Niger.<\/li>\n<li><strong>Pace of Canary Islands arrivals slows:<\/strong> According to the Spanish Ministry of Interior, <a href=\"https:\/\/www.interior.gob.es\/opencms\/export\/sites\/default\/.galleries\/galeria-de-prensa\/documentos-y-multimedia\/balances-e-informes\/2022\/18_informe_quincenal_acumulado_01-01_al_30-09-2022.pdf\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.interior.gob.es\/opencms\/export\/sites\/default\/.galleries\/galeria-de-prensa\/documentos-y-multimedia\/balances-e-informes\/2022\/18_informe_quincenal_acumulado_01-01_al_30-09-2022.pdf\">12,506<\/a> people had arrived irregularly by sea in the Canary Islands from 1 January &#8211; 30 September 2022. This is a 5% reduction in arrivals so far this year compared to the same period in 2021. Notably, this quarter marks a deceleration in the pace of arrivals, as arrival figures at the end of the second quarter 2022 were <a href=\"https:\/\/www.interior.gob.es\/opencms\/export\/sites\/default\/.galleries\/galeria-de-prensa\/documentos-y-multimedia\/balances-e-informes\/2022\/12_informe_quincenal_acumulado_01-01_al_30-06-2022.pdf\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.interior.gob.es\/opencms\/export\/sites\/default\/.galleries\/galeria-de-prensa\/documentos-y-multimedia\/balances-e-informes\/2022\/12_informe_quincenal_acumulado_01-01_al_30-06-2022.pdf\">26% higher<\/a> than in 2021, and at the end of the first quarter they were <a href=\"https:\/\/www.interior.gob.es\/opencms\/export\/sites\/default\/.galleries\/galeria-de-prensa\/documentos-y-multimedia\/balances-e-informes\/2022\/06_informe_quincenal_acumulado_01-01_al_31-03-2022.pdf\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.interior.gob.es\/opencms\/export\/sites\/default\/.galleries\/galeria-de-prensa\/documentos-y-multimedia\/balances-e-informes\/2022\/06_informe_quincenal_acumulado_01-01_al_31-03-2022.pdf\">71% higher<\/a> than in 2021.<\/li>\n<li><strong>Expulsions to Niger continue:<\/strong> The NGO Alarme Phone Sahara estimated that at least <a href=\"https:\/\/alarmephonesahara.info\/en\/blog\/posts\/more-mass-deportations-from-algeria-to-niger-in-august-and-september-2022\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/alarmephonesahara.info\/en\/blog\/posts\/more-mass-deportations-from-algeria-to-niger-in-august-and-september-2022\">4,747 people<\/a> were expelled from Algeria to Niger during August and September. About half of those who were expelled were Nigerien nationals, and the rest held different sub-Saharan African nationalities, primarily hailing from Mali, Guinea and other West African countries.<\/li>\n<li><strong>ECOWAS mission to Niger:<\/strong> In late September, <a href=\"https:\/\/reliefweb.int\/report\/niger\/la-cedeao-et-ses-partenaires-se-mobilisent-pour-une-solution-durable-la-situation-des-migrants-bloques-au-niger\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/reliefweb.int\/report\/niger\/la-cedeao-et-ses-partenaires-se-mobilisent-pour-une-solution-durable-la-situation-des-migrants-bloques-au-niger\">ECOWAS<\/a> sent a high-level delegation to Niger to look into the situation of migrants stranded there &#8211; many of whom had been expelled from Algeria &#8211; with the aim of proposing \u201can appropriate recovery and reintegration plan for these migrants.&#8221; The delegation issued a series of <a href=\"https:\/\/www.lesahel.org\/fin-de-la-mission-de-la-cedeao-sur-les-enjeux-lies-a-la-migration-la-necessite-dune-gestion-coordonnee-des-flux-migratoires-entre-le-maghreb-et-les-pays-de-la-cedeao\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.lesahel.org\/fin-de-la-mission-de-la-cedeao-sur-les-enjeux-lies-a-la-migration-la-necessite-dune-gestion-coordonnee-des-flux-migratoires-entre-le-maghreb-et-les-pays-de-la-cedeao\">recommendations<\/a>, denouncing the frequent <a href=\"https:\/\/www.aa.com.tr\/fr\/monde\/maghreb-la-cedeao-d%C3%A9plore-les-expulsions-massives-et-fr%C3%A9quentes-de-ses-ressortissants-\/2701631\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.aa.com.tr\/fr\/monde\/maghreb-la-cedeao-d%C3%A9plore-les-expulsions-massives-et-fr%C3%A9quentes-de-ses-ressortissants-\/2701631\">expulsions<\/a> from North Africa to Niger, and underscoring the necessity for better management of migration between ECOWAS and Maghreb states.
